This report will update the community on the 2018 Flood Bond Projects and recommend how to complete the remaining initiatives. This is a crucial moment for our community.  \nYour voice is crucial to remind the Commissioners Court of the importance of the Prioritization Framework and to hold HCFCD accountable. We encourage you to join BCWK staff and community members on June 26th\, 2025.  Consider giving public testimony in person or submit written comments! \nCheck out our guide for more information.  \nWhat is the HCFCD Prioritization Framework?\nIn 2018\, Harris County voters approved a $2.5 billion bond to fund flood control projects across the county. To ensure these projects would benefit all communities\, especially those historically overlooked\, the Harris County Flood Control District (HCFCD) developed a Prioritization Framework. This framework\, updated in 2019 and 2022\, is designed to guide the selection and implementation of flood control projects by incorporating “equity variables.”

DESCRIPTION:Four years have passed since a federal judge in Houston approved a landmark agreement requiring the City of Houston to invest $2 billion in local sanitary sewer upgrades over 15 years\, but it left out funding for private sewer laterals\, resulting in an unjust burden on our residents. \nThe City of Houston and Harris County must close infrastructure gaps that disproportionately affect lower-wealth communities by investing in comprehensive water infrastructure improvements. His method was a driving force for the restoration of Sheldon Lake State Park. DESCRIPTION:Are you a Baytown resident who is dealing with issues related to sewage\, or interested in learning more about issues happening in Baytown? The Environmental Protection Agency (EPA) will be hosting a virtual meeting on Tuesday\, November 12\, 2024\, 6 – 8 pm.  The public is invited to learn about the civil lawsuit against the City of Baytown\, along with causes and reporting of sanitary overflows from Baytown’s sewer system. Attendees can speak with EPA and/or U.S. Department of Justice staff about related concerns and ask questions about the enforcement action against the City of Baytown\, Texas.  Virtual Community Meeting: Baytown\, Texas\, Sanitary Sewer Overflows | US EPA [View PDF Flyer] \nThis lawsuit\, filed by the U.S. Department of Justice in 2022 against the city of Baytown\, was prompted by Bayou City Waterkeeper’s notice of intent to sue\, which identified more than 800 sewage releases\, representing more than 21 million gallons of sewage leaving Baytown’s system without treatment from 2016 to 2021. Our analysis also concluded the highest volume overflows have had a disproportionate impact on Hispanic/Latinx communities in Baytown. The lawsuit alleges that these releases were caused by the city’s failure to operate and maintain its wastewater collection and treatment system and violated the federal Clean Water Act\, Texas Water Code\, and state-issued permits. We asked for the court’s permission to intervene and help drive these legal violations toward a resolution that focuses on the communities most affected by sewage pollution in Baytown\, through a process that is transparent and accessible.
