This report will update the community on the 2018 Flood Bond Projects and recommend how to complete the remaining initiatives. This is a crucial moment for our community.  \nYour voice is crucial to remind the Commissioners Court of the importance of the Prioritization Framework and to hold HCFCD accountable. We encourage you to join BCWK staff and community members on June 26th\, 2025.  Consider giving public testimony in person or submit written comments! \nCheck out our guide for more information.  \nWhat is the HCFCD Prioritization Framework?\nIn 2018\, Harris County voters approved a $2.5 billion bond to fund flood control projects across the county. To ensure these projects would benefit all communities\, especially those historically overlooked\, the Harris County Flood Control District (HCFCD) developed a Prioritization Framework. This framework\, updated in 2019 and 2022\, is designed to guide the selection and implementation of flood control projects by incorporating “equity variables.”

DESCRIPTION:Testify or submit comments to the Galveston Planning Commission\nAgainst Approval of PUD #26P-009 (Discovery Sands)\nBackground\nA 351-acre real estate development\, known as “Discovery Sands”\, has been proposed next\nto Jamaica Beach in Galveston’s West End. The project will place 733 new lots\, 213 condos\,\nand a tourist attraction immediately next to the beach in an ecologically sensitive area.\nThe developer is requesting approval of Planned Urban Development (PUD) #26P-009\,\nalong with exemptions that would allow them to bypass standard safety and\nenvironmental rules\, including: \n\nElimination of minimum lot size and setback requirements;\nIncrease to allowable building heights\,\nReduction of maximum density\, lighting\, and parking requirements\, and\nCreation of private streets\n\nThese changes would allow high-density development in an area that has received decades of public investment in marsh restoration and storm protection. \nWhy This Matters\n\nThreatens Public Investments: The development will potentially put at risk millions of\ndollars of approximately 100 acres of marsh restoration efforts that happened over a\n20-year time period using public funding.\nWeakens Storm Protection and Flood Risk: The development will destroy wetlands and other\nnatural features that would otherwise serve as protection from storm surge\,\nincreasing the risks and costs associated with coastal hurricanes.\nEndangers Wildlife & Protected Habitat: The development will destroy federally protected wetlands\,\ninterrupt the migration and habitat of sea turtles\, and the habitat of federally\nprotected black rail birds.\nStrains Infrastructure Capacity: The project lifts limits on density and removes key protections\nwithout providing evidence that Galveston’s water\, sewage systems\, drainage\,\ntransportation\, and emergency services can handle the full development and\nincreased tourism in this area.\nWeakens Community Integrity: The development could alter the identity of Galveston’s west\nend by undermining the coastal characteristics and set a precedent for more high\ndensity projects in the Galveston region.\n\nTake Action: Testify or Submit a Comment to Galveston’s Planning Commission\n\nSubmit Written Comments (5-Minute Option)  before the March 3 Planning Commission Meeting\n\n Submit a comment online here (use the drop-down menu to select PLANNING COMMISSION MEETING\, AND REFERENCE CASE 26P-009); OR\nEmail your comment to planningcounter@galvestontx.gov with the subject line “Comments to Case 26P-009.” Use the talking points below.\n\n\nTestify In Person\n\nShow up and speak for 3 minutes on Tuesday\, March 3 at 3:30pm at the Planning Commission’s meeting at City Hall\, 823 Rosenberg St\, 2nd floor\, Galveston\, Texas 77554. DESCRIPTION:From River Network: \nSome states have created comprehensive initiatives to address their most pressing water issues in combination with sustained funding. Texas’ recent Prop 4 ballot initiative\, which was passed by voters in November 2025\, dedicates $1 billion per year for the next 20 years to Texas Water Fund\, a state fund established to finance water projects in Texas. In Delaware\, the Clean Water Initiative for Underserved Communities\, funded through the Clean Water Trust\, delivers critical support to infrastructure projects.  \nIn our next State Policy Showcase we will be joined by Usman Mahmood\, Policy Analyst\, Bayou City Waterkeeper\, and Mark Nardone\, Director of Advocacy at Delaware Nature Society\, who will tell us about state-level water funding initiatives in Texas and Delaware.   \nIn both case studies\, we will hear about the nuts-and-bolts of each state’s water funding policy as well as the strategies and enabling conditions that led their state leaders and voters to act.  \nFollowing the case studies\, we’ll have an open group discussions on where these types of policies might be ripe in other states\, barriers and roadblocks you’re likely to encounter\, strategies you’d use to overcome barriers\, windows of opportunity you’d look for\, coalitions you’d want to build\, and other strategies you see are needed to successfully advance water funding policy.  \nPlease join us on Wednesday\, March 25th at 3 pm ET (2:00 pm CT) for our next State Policy Showcase on state funding programs for water. REGISTER today.

DESCRIPTION:5 years down. 10 years to go. Is Houston on track?\nFive years ago\, a federal Consent Decree was signed to force a fix for Houston’s crumbling sewer system. This 15-year mandate is the roadmap to ending raw sewage overflows in our streets\, parks\, and homes- especially in neighborhoods that have been historically neglected. \nIs the City meeting its milestones? Is the progress reaching the communities hit hardest by infrastructure neglect? On April 28\, BCWK is headed to Houston City Hall to demand transparency and ensure that every neighborhood is prioritized in the decade ahead. \nDespite billions in planned investments\, thousands of Houstonians still live with the stench and health risks of raw sewage. We need to know: \n\nIs the City complying with the federal mandate?\nIs the infrastructure work being distributed equitably across all neighborhoods?\nWhat has actually been accomplished in these first five years?\n\nWe can’t afford to wait until 2036 to find out if this 15-year plan is working.
