The consent decree established a pathway to accountability and required the City to begin fixing its system. It also created new transparency requiring Houston to track and report sewage overflows in ways communities can see and respond to.



Baytown is a microcosm of the Houston region, where massive industrial power, diverse communities, and fragile, watery ecosystems coexist. In Baytown, we have made progress around green infrastructure and clean water, including sewage and industrial pollution. Baytown is an opportunity for funders to support new frameworks around community, water, and the environment.
