Leah Chambers, AICP (she/her/ella) is a strategic advisor and process architect who has spent two decades at the intersection of design, policy, and the people projects are built for. She brings clarity, focus, and a strong relational approach to high-stakes initiatives—translating across disciplines, agencies, and communities to move complex work forward.

Before founding Outside Voices, Leah served as a Senior Policy Advisor in Harris County, advancing work on transportation, housing, and flood resilience in the nation’s third-largest county. A Florida native, her career has taken her from the Gulf South to the Bay Area and Beijing—always driven by the conviction that strategic, community-centered engagement doesn’t slow projects down. It’s what gets them built.
