Action Alert: Submit Comments to Protect Galveston Bay from EPCOR’s Desalination Proposal

October 29 - November 10
Action alert urging the public to ask TCEQ to deny Permit WQ0005502000 for EPCOR’s proposed desalination facility. Submit comments online or speak in person by November 10 to oppose discharging millions of gallons of wastewater daily into Galveston Bay. An illustrated turtle among wetland plants says, “Water connects us all.”

When: Now through November 10, 2026
Where: Online or by mail
Permit number: WQ0005502000

Galveston Bay supports coastal wildlife, local livelihoods, and the places we turn to for fishing, paddling, and time outdoors. Help protect it by speaking out against EPCOR’s proposed Bayshore Desalination Facility near Bacliff and San Leon.

The proposal would withdraw water from Galveston Bay and discharge millions of gallons of wastewater daily through a canal leading back into the bay. Bayou City Waterkeeper opposes the permit because of concerns about concentrated salty wastewater, water quality, and harm to aquatic life from the facility’s intake system.
